Supplement for Handicapped Children Requiring Exceptional Care
The Supplement for Handicapped Children Requiring Exceptional Care provides financial assistance to families who assume extraordinary responsibilities regarding the care and safety of a child
under age 18 who has severe and multiple disabilities, and/or whose medical condition requires complex medical care. The state of your child must meet the
eligibility requirements for the Supplement for a period expected to last at least one year.
Retraite Québec has a team of health professionals who assess the applications for the Supplement for Handicapped Children Requiring Exceptional Care. The team is made up of physicians, speech-language pathologists, psychologists and nurses.
The team determines whether the child is eligible for the Supplement for Handicapped Children based on all the information contained in the child's file. In addition to the information provided by the family who files an application, Retraite Québec's team of health professionals takes into account all relevant information provided by medical or paramedical sources (contemporary scientific literature, assessment reports and follow-up notes from health professionals, examination results, etc.). Information provided by the school, daycare and psychosocial workers who know the child well is also considered.
Tiers
The Supplement for Handicapped Children Requiring Exceptional Care has two tiers of eligibility. Depending on the severity of the child's condition and age, he or she may be eligible for either Tier 1 or Tier 2.
The eligibility requirements are stricter for Tier 1 than for Tier 2. That is why a higher amount is granted for Tier 1 than for Tier 2.
Preconditions
The child's family must receive for him or her:
If the family receives Family Allowance but does not receive the Supplement for Handicapped Children for the child concerned by the Application for the Supplement for Handicapped Children Requiring Exceptional Care, the family can send us the
Application for the Supplement for Handicapped Children and the
Application for the Supplement for Handicapped Children Requiring Exceptional Care at the same time. The Application for the Supplement for Handicapped Children will be studied first. If the child is deemed to be eligible for the Supplement for Handicapped Children, the Application for the Supplement for Handicapped Children Requiring Exceptional Care will be studied after.
If the family does not receive Family Allowance or the Supplement for Handicapped Children, it can send the
Application for Family Allowance Payments, the
Application for the Supplement for Handicapped Children and the
Application for the Supplement for Handicapped Children Requiring Exceptional Care at the same time. The Application for Family Allowance Payments will be studied first. If the family is eligible for Family Allowance for the child concerned by the applications for the Supplement for Handicapped Children and the Supplement for Handicapped Children Requiring Exceptional Care, the Application for the Supplement for Handicapped Children will then be studied. If the child is deemed to be eligible for the Supplement for Handicapped Children, the Application for the Supplement for Handicapped Children Requiring Exceptional Care will be studied last.
The amount of the Supplement for Handicapped Children Requiring Exceptional Care is the same for everyone, regardless of the child's condition or family income. In
2025, it is $1191 per month for Tier 1 and
792 $ per month for Tier 2, for each eligible child. The amount is adjusted to the cost of living each year in January. The amount is not taxable.
